Brief outline of Major Policy implemented:
Rural Road Connectivity is a key component of Rural Development which promotes access to economic and social services, thereby generating increased agricultural incomes and productive employment opportunities and is also a key ingredient in ensuring sustainable poverty reduction. Thus, with a view to redress the situation, the Government of India launched the Pradhan Mantri Gram Sadak Yojana on 25th December, 2000 to provide all- weather road access to unconnected habitations.
The primary objective of the PMGSY is to provide connectivity, by way of all-weather Road (with necessary culverts and cross-drainage structures, which is operable throughout the year), to the eligible unconnected Habitations in the rural areas with a population of 500+ in plain, 250+ in hill states/UTs and North-Eastern Region.
Road connectivity is the key component for the overall development of any place and the PMGSY programme has significantly benefitted the rural population both socially and economically. The far-flung, remote and previously inaccessible areas have now been connected by roads thereby ensuring that mechanical transport for the daily needs of the inhabitants of the region is available at all times. Road connectivity has also helped to provide an easy access to all the vital places such as education, tourism, health, agriculture, offices, etc thereby improve living standards of the people. These all-weather roads also facilitate in bringing the agricultural produce to the markets, thereby paving the way for business opportunities among rural populace.
The flagship programme has envisaged to execute and to ensure completion of the entire programme within a time bound frame. For the State of Sikkim, a master plan for covering more than 1900 km of road length to provide rural connectivity to eligible unconnected habitations has been proposed extending to education centres, Panchayat Headquarters, Health Centres, places of religious importance and Tourist points. The Government hand in hand has also given top priority and has emphasised in proper planning and providing benefits to the rural public in time bound frame.
