Administration Section — RDD, Government of Sikkim
The Administrative Section of the Rural Development Department (RDD), Government of Sikkim serve as the backbone of the department's organizational structure. It plays a critical role in ensuring smooth functioning, coordination, and effective delivery of services across all wings and field offices of the department.
Core Functions and Responsibilities:
l. Personnel Management:
- Maintenance of service records and personal files of officers and staff.
Recruitment, postings, promotions, transfers, and retirement-related matters.
- Coordination with Sikkim Public Service Commission and Department of Personnel for service-related issues.
- Office Management:

- Overseeing day-to-day administrative operations within the department.
- Management of office spaces, logistics, and assets.
- Ensuring proper maintenance of records, files, and official correspondence.
- Coordination and Communication:

Acting as the nodal point for internal and inter-departmental communication.
- Organizing departmental meetings, workshops, and training programs.
- Drafting and issuance of circulars, orders, and notifications.
- Budget and Establishment Matters:

- Assisting in preparation and monitoring of the departmental budget related to establishment expenditure.
- Processing salary, allowances, and related claims of staff under the administrative establishment.
- Disciplinary and Vigilance Matters:

Handling disciplinary proceedings and vigilance-related issues as per government norms.
- Ensuring adherence to conduct rules and regulations by all staff.
- Support to Programme Divisions:

- Facilitating administrative support for effective implementation of schemes like MGNREGA, PMAY-G, SBM, etc.

The Administrative-Section ensures that the Rural Development Department operates in a structured, accountable, and responsive manner.
