Architecture Cell under the Rural Development Department (RDD)
The Architecture Cell functions as a vital division within the Rural Development Department (RDD), tasked with the planning, design, and execution of architectural aspects of public infrastructure projects across rural Sikkim. It plays an essential role in ensuring that government constructions uphold the highest standards of functionality, aesthetics, safety, and regulatory compliance.
Beyond its primary focus on rural architectural design, the Cell has increasingly extended its expertise to support various other government departments. These contributions include architectural and interior design projects for institutions such as the District Collectorate, the Land Revenue and Disaster Management Department, and the Food and Civil Supplies Department.
Key Responsibilities:
- Planning and Designing:

- Develop architectural plans and designs for government buildings such as offices, schools, hospitals, public housing, and recreational facilities.
- Ensure designs align with government policies, budgets, and codes.
- Project Management: Coordinate with engineers, contractors, and other stakeholders to manage project timelines, resources, and quality control from concept through completion.
- Regulatory Compliance: Ensure all designs comply with local, state, and national building codes, safety regulations, and accessibility standards.
- Site Inspections: Conduct site visits to monitor construction progress, verify compliance with plans, and address any issues or modifications needed.
- Sustainability Initiatives: Incorporate energy-efficient and environmentally sustainable design practices to reduce environmental impact and optimize resource use.
- Documentation and Reporting: Prepare detailed reports, drawings, and documentation required for approvals, budgeting, and record-keeping.
Following are the ongoing projects under Architecture Cell: -
- Guru Lhakhang at Bodhgaya, Bihar
- BAC at Baiguney
- BAC at Chumbung
- DPRC at Karfectar, Jorethang
- North-East Co-operative Excellence Training Center at Assam Lingzey (inception stage)
- BAC at Ahoo
- Proposed Special School for Children with Disabilities at 32 No.
- Interior Designing of Conference Hall for Food and Civil Supplies Department.
Other than the routine work, the Cell has also been assigned work related to Shravan Kumar Award, Nasha Mukt Abhiyan, DA-JGUA and Persons with Disabilities. Moreover, the Cell is contributing to the formulation of Building Bye-laws for rural areas in collaboration with the District Panchayat Resource Center. Although currently at a nascent stage, this initiative promises to play a transformative role in shaping the structured and sustainable development of rural settlements in Sikkim.
